Freeland calls tariffs absurd after meeting US Senate committee

first_imgOTTAWA – Foreign Affairs Minister Chrystia Freeland ventured Wednesday onto Donald Trump’s home turf, denouncing his “absurd” tariffs and forcefully arguing for preservation of the world’s rules-based order — with or without the United States.Freeland reiterated Canada’s strong opposition to the American president’s steel and aluminum tariffs after meeting with the influential U.S. Senate foreign relations committee in Washington on Capitol Hill.She was the first Canadian politician to set foot in the American capital after Trump and two of his top economic advisers launched unprecedented personal attacks on Prime Minister Justin Trudeau for criticizing the tariffs at the weekend G7 summit in Quebec.The minister stayed above the fray on those attacks, but she did not hesitate to repeat Canada’s opposition to the tariffs in the bluntest of terms — in particular the use of Section 232 of U.S. trade law to justify the action on national security grounds.Later Wednesday evening during a major foreign policy speech, Canada’s top diplomat broadened her focus with a sweeping defence of something Trump has little time for — the international rules-based system that the U.S. led in creating after the Second World War.She told a crowd of diplomats, academics and politicians blocks from the White House that she realizes that some Americans no longer think that world order is of any benefit to them, even though they helped create it and wrote “the biggest cheques” to support it.“We see this most plainly in the U.S. administration’s tariffs on Canadian steel and aluminum,” Freeland said in her acceptance speech for winning the Foreign Policy journal’s diplomat of the year award.“They are a naked example of the United States putting its thumb on the scale, in violation of the very rules it helped to write.”Freeland argued that the United Nations, the World Bank, the World Trade Organization and other global institutions created in 1945 were never perfect. But she said those institutions remain the guardians of liberal democratic values at a time when populism and authoritarianism “is on the march” in Russia, China, Venezuela and elsewhere.”“We all know we will be strongest with America in our ranks — and indeed in the lead,” she said. “But whatever this great country’s choice will turn out to be — let me be clear that Canada knows where it stands.”Freeland gave a thinly veiled thumping to Trump’s America First foreign policy.“You may feel today that your size allows you to go mano-a-mano with your traditional adversaries and be guaranteed to win. The content is provided for information purposes only.center_img In search of a more precise measurement of quantum phases, researchers from the University of Science and Technology of China have demonstrated a new measurement method that relies on multi-photon entanglement and the interference effect it generates.“High resolution quantum phase measurements will help to measure other related physical parameters with high precision, such as time shift, distance, etc.,” physicist Fangwen Sun told PhysOrg.com. Sun is currently with the Optical Nanostructure Laboratory at Columbia University in New York.In their study, which is published in a recent issue of Europhysics Letters, Sun and his colleagues describe an experiment where they achieve a phase measurement precision that surpasses the standard quantum limit, and nearly reaches the Heisenberg limit. “The scheme can be generalized to high-photon-number states,” Sun said. “There is no fundamental obstacle to achieve the precision approaching the Heisenberg limit.”As the researchers explain, the standard quantum limit is not the ultimate limit for measurement precision of quantum phases. Using a technique called squeezed-state-based interferometry, previous studies have already surpassed the standard quantum limit. However, the Heisenberg limit is considered the ultimate limit. Although researchers have proposed a number of schemes to approach this limit, none have been realized due an effect called loss.“The standard quantum limit is achieved with a regular source of light such as a laser,” Sun explained. “It goes as 1/N1/2 for N photons. The Heisenberg limit goes as 1/N for N photons. It can be achieved with quantum sources of light that exhibit special entanglement properties.” But, he added, “It has been proven that the Heisenberg limit is the true quantum limit and cannot be surpassed.”In their experiment, the researchers designed a method that is not as sensitive to loss as the previous proposals, and so it has a higher probability of resulting in an extremely precise measurement. First, the physicists generated an entangled state by injecting a two-photon Fock state into a beam splitter. Then, the entangled photons traveled through a line of optical elements including a half-wave plate, interference filter, and phase shifter. At the end, the physicists used a recently developed method called quantum state projection to extract the phase information from the entangled photons. “It is the collective effect of all the photons that improves the precision,” Sun said, explaining why better photon entanglement results in higher precision measurements. “The higher entanglement, the more collective effect.”With their new measurement technique, the researchers achieved a phase measurement precision of 0.506 for a two-photon state and 0.291 for a four-photon state. By contrast, the precision values set by the standard quantum limit are 0.707 and 0.5, respectively. For comparison, the Heisenberg limit has values of 0.289 and 0.25, which are thought to be impossible to achieve.Nevertheless, the physicists hope that, with anticipated improvements in technology leading to more efficient multi-photon detectors, the measurements might yield even more precise results. It had also said that the cancellation was due to “purely operational reasons”. first_imgRTL Group-backed virtual and augmented reality specialist Inception has joined Microsoft’s Windows Mixed Reality Programme and has been chosen as a beta partner for Facebook’s augmented reality Camera Effects Programme.The Microsoft move will seen Inception add Microsoft’s Windows Mixed Reality to the list of platforms it supports.Inception has incorporated Cortana, Microsoft’s personal digital assistant, into its core UX, providing users with the ability to navigate mixed reality experiences using their voice. Microsoft and Inception are also working on multiple content creation and distribution opportunities, Inception said.“The VR industry is growing rapidly, and Microsoft’s Windows Mixed Reality platform is going to be a significant leap ahead,” said Benny Arbel, Inception CEO.“The ability to plug-and-play any of the Windows Mixed Reality headsets with any of the affordable, compatible PCs will bring immersive experiences to the masses, and we’re really excited to be taking the leap together with Microsoft. We believe that exhilarating immersive content should be available for everyone, which is why we’ve announced partnerships with leading publishers such as Time Out and Pitchfork who both have huge audiences who can benefit from mixed reality experiences.”A Beyond Cosmetics filter from InceptionInception has separately unveiled its first augmented reality ‘filters’ for Facebook’s Camera Effects. Inception has provided filters to showcase branded content it created for Israeli beauty network Beyond Cosmetics. The filters are available through Facebook Camera.Facebook’s Camera Effects Programme was announced at its recent F8 conference and the Beyond Cosmetics campaign is among the first brands rolling out through the limited number of Camera Effects partners, according to Inception.Camera Effects tools are designed to allow users to personalise and express themselves with the Facebook camera, creating augmented reality effects.The Camera Effects Platform includes two products. Frames Studio lets users design frames that can be used either with profile pictures or in the new Facebook camera. AR Studio can be used to create masks, scripted effects, animated frames and other AR technologies that react to movement or interactions during live videos. Frame Studio is available globally, while AR Studio is now open for beta applications.“This is an amazing opportunity for publishers and brands around the world to connect with fans through more relevant and personalized content,” said Arbel.“As one of the top VR entertainment apps, we are proud and excited to step into the world of AR and provide even more value for our partners by creating viral immersive content.”RTL Group took a 15% stake in Inception earlier this month after leading the company’s US$15 million (€13 million) Series A funding round.RTL said that Inception will provide VR programming, creative, and distribution capabilities to RTL Group thanks to its content network, interactive technology and content making expertise.The  Israel-based firm launched in October 2016 and has apps for Oculus Rift, Samsung Gear, iOS, Android, Google Daydream and HTC Vive – with Microsoft Windows Mixed Reality and Sony PSVR “coming soon”.last_img read more
